It would appear the additional 2 workers are not able to start due to a limit on CPUs. Apparently I need 1 extra CPU to run the remaining 2 workers pending in the job runner, 0.5 CPU to run a php7.4 shell on tool forge, and one last 0.5 CPU to run my nightly tool deployments.

Any chance I can get a 2 CPU bump as well?

In other words, I'm requesting a change to limits.cpu from 2 to 4
