Description

During the review of https://gerrit.wikimedia.org/r/c/mediawiki/extensions/EventLogging/+/884298, @Jdlrobson suggested that UserBucketService::getUserEditCountBucket() could be updated to return $notNull when the user isn't registered.

Questions

What are the consequences of returning a non-null value when the user isn't registered?
Are there any non-Wikimedia uses of the method that would require us to notify the wider developer community?
