User story: As a patroller, I want to discuss an article with other patrollers, so that I can get advice and support on the correct actions to take.
When reviewing new articles, patrollers don't always know exactly what to do with a page. They might, for example, review 3 sources in an article, and determine that 2 are reliable but be unsure about the 3rd. In this case they are likely to leave the article for another patroller, who then re-checks all the sources. It would be helpful if the first patroller could leave a note describing the work they did, to support the following patroller. Currently, there is no clear way to do this that the subsequent patroller would notice - they're likely to miss a note on the talk page, for example.
One potential solution could involve the Curation Toolbar having funcitonality for adding notes to the talk page which have some special formatting that can be used to alert future patrollers of their existence.
