[S] Add help link to article level image suggestions notifications for four additional languages

Description

In T292310 we implemented a "help" link in the article level image suggestions notifications, and we specified which page that should link to in our three launch languages (ID, PT, RU). However, when we expanded to four additional languages in T300064, we never configured the "help" link, so no "help" action is shown in those languages. This ticket is to add and configure the help link in those languages.
