Restoring a translation forgets the provided title

Description

When a translation for a new article has been started in the past and continued from the in-progress list, the previously used title is not applied. Instead, the "MT not available" error is shown.

This is illustrated translating "Nasothek" from English to Igbo in the video below:

In the initial translation session, the title was edited to be "Nasothek tested", but when continuing the translation the title is back to "Nasothek".

The expected result would be for the modified titlte to be persisted and recovered, and not making any MT requests for it.
