Description

Like in T293946: Enable talk for mobile users on enwiki, Russian Wikipedia community would like to request that the talk page tab becomes available to everyone in ruWP/ruwiki. The local discussion did not have opposition.

We discussed this today and Editing-team is happy to leave this configuration entirely in the hands of the community of each wiki and the volunteers who usually deploy configuration changes. In the future feel free to just file a task in Wikimedia-Site-requests and make the config changes.

I'll go ahead and get this one deployed today.
