Test Matrix to Telegram bridge

@Tgr and @waldyrious are interested in testing some different bridging tech. One of the tests they want to run is bridging a Matrix channel to a Telegram channel with matterbridge.

Assigning to @Tgr so he can do the channel setup and report the bits needed to setup the bridge back here:

  • telegram channel id
  • matrix channel name and server

https://github.com/42wim/matterbridge/wiki/Section-Matrix-(basic)#example-with-pantalaimon sounds like a thing we would need if the initial experiment feels useful. Bridgebot is currently running a BNC in a sister container to help with IRC connection issues, so that can be looked at for inspiration of how to run pantalaimon.

We did the testing for t2bot.io (theoretically mautrix-telegram, but one thing we found out was that, at least at the time, it was using a quite old fork of that software). The notes are here.

That was sufficiently long ago that it might be worth just redoing it, and there are also other bridge options (matterbridge at least ) which would be worth testing, so there's still work left to do.
