Shutdown OpusMT service

Description

As OpusMT is now merged to MinT (T331837: Merge OpusMT service into the self hosted Ctranslate2 based MT service), we can shutdown the service - https://opusmt.wmflabs.org

Note that the test instance of MinT is hosted on the same WMF labs instance, so this is about just shutting down the OpusMT webservice and keeping the wmfcloud instance.
