Hmm. These accounts don't have emails or passwords consistently set, so I'm not sure if a simple maintenance/migrateAccount.php would do it. I probably need to first create the accounts using that script (possibly with a manual home wiki set) and then home --attachbroken will get the rest of the accounts attached.

I've manually created the accounts using maintenance/migrateAccount.php and then force attached the local accounts using maintenance/attachAccount.php. This is done from the sysadmin side, I'll update the SN thread.
