Discussion Tools should create automatic edit summaries from substituted templates containing headers

Description

When you go to a talk page and create a new topic using Discussion Tools, and then use a substituted template that produces a heading like [[w:Template:Please see]], it currently publishes without an edit summary. This is bad for editor communication because it doesn't show up on watchlists (and also damages an editor's edit summary usage score).

Discussion Tools ought to read the content of a new topic, and if it includes a header, to add that as the default edit summary (unless overridden by a custom summary provided by the editor).
