We want to silently push breaking news into production without enabling it, so that we can unblock dev -> prod deployment workflow.

Acceptance criteria
Breaking news software and infrastructure running in prod environment.

ToDo

• create deployment plan
• deploy infrastructure to prod
• deployment of all services
• ksqldb migrations deployment (need to figure out a safe plan to roll them out, parallel spin off probably)
• run integration tests to make sure everything's ok
• manually run the SDK
