Not more to say. Once production release, we hit the switch for all WME users to access.

Acceptance criteria
API consumers can use is_breaking_news field in Realtime API in production .

To-Do

set breaking_news_enabled flag to true in infrastructure as code
make sure that services are operating properly
run integration tests
