Thank you. But I think you shall gain the consensus about these newly added permission, because there is only one "strong support" after that line and not much more users who voted coming after it.

@Hamishcn, many veterans (including me) and sysops support the proposal; there is evident consensus to implement. As I proposed, the bot with those permissions should be operated only by a sysop, global sysop, global rollbacker or steward. We need to wait, but vandals will not.

I'd set patch to active and wait for review under this circumstance out of community.

But I strongly suggest you shall get the consensus for ALL configurations the community need before submitting a ticket.
