Assess usability and discoverability of the "Add labels in another language" button on a function definition page

Description

On a function definition page, the edit UI for adding labels in other languages is confusing.

One person reported on the Telegram group that they did not notice the "+ Add labels in another language button" at the button of the page. When creating a new function, their instinct was to simply select another language (Bengali) using the language selector at the top of the page, with which they added labels in the first place (in English). However, they later realized that they had actually removed the English labels in favor of the Bengali ones. See also https://www.wikifunctions.org/w/index.php?diff=7270.

Another person, during an impromptu over the shoulder usability test, followed the same approach. They wanted to add labels in Hebrew, and after opening edit mode, they changed the language in the very first language selector instead of scrolling down to the "+ Add labels in another language button".
