Term input fields should have maxlength set

Description

In addition to T343767: API does not have term length check, any field that accepts limited-length term should have a maxlength attribute, instead of only relying on JavaScript to enforce length limit.

We will be replacing our text fields with CdxTextInput and wrapping all our fields with CdxField component as part of T345433, and CdxField will soon include a character counter feature that we will be able to use (See T331000)
