Description

Create https://gitlab.devtools.wmcloud.org/people group in devtools.
Create https://gitlab.devtools.wmcloud.org/people/trusted-contributors group in devtools.
Import non-ldap members of Gerrit's Trusted-Contributors group into https://gitlab.devtools.wmcloud.org/people/trusted-contributors at Owner level
Sync ops and wmf LDAP groups into https://gitlab.devtools.wmcloud.org/people/trusted-contributors at Owner level
Test inviting https://gitlab.devtools.wmcloud.org/people/trusted-contributors into another group
Test adding subgroups to that group to see if trusted-contributors still have access (or if it triggers T300939: GitLab group permissions are not inherited by sub-groups for groups of users invited to the parent repo)
