Checking MediaWiki:NewcomerTasks.json reveals an empty exludedSections array for many wikis with link-recommendation task enabled [ 1 ].

Notes
Some of this wikis are missing excluded sections because excludedSections was not available at they were enabled. However for others the problem is we have "no sections to feed" until we re-create the current wiki_sections.jsonl file. Once the configurations are updated we should re-validate the existing recommendations to clean the ones that belong to excluded sections.
Impact
This could be leading to newcomers edits being reverted because in the wrong section and increase the number of invalid recommendations that stay in the index for some amount of time.
