Description

After https://lists.wikimedia.org/hyperkitty/list/langcom@lists.wikimedia.org/thread/CG3E7JL3XH34DJOYSWNCBWD42LBTIRDM/ we now create wikis with placeholder settings and then changes happen afterwards. Maintenance bot needs to adapt.

DNS check is not working correctly.
Wikimedia message shouldn't be a blocker anymore
Add logo as a post creation subticket
Making sure ns is localized to post-creation ticket checklist
Import from incubator as a post-creation subticket
Make the init patch automated.

FWIW, T345166: Create Wikipedia Talysh was done in one hour and half after ticket creation. We can't do it this fast all the time but possibly a lot of time.
