Steps to replicate the issue (include links if applicable):
- Use PageTriage to place a maintenance tag.
- Select and place any maintenance tag.
What happens?:
- The tag is placed in {{Multiple issues}} shell and duplicated, appearing twice instead of once.
What should have happened instead?:
- {{Multiple issues}} shell should not be placed when only one tag is selected/placed.
- The selected/placed tag must not be placed twice in {{Multiple issues}} shell.
