Description

Steps to replicate the issue (include links if applicable):

Navigate to Special:ProtectedPages, select the "Min size" radio box, and click the "Display pages" button.

What happens?:

The selection of radio boxes switched to "Max size", it's annoying since we usually don't want to set "Max size".

What should have happened instead?:

The min/max size selection sticks to the user's choice, and defaults to "Min size" as several versions ago did, probably before switching to OOUI.

Well, I mean, when we want to see pages in all sizes with some other conditions, which I think is the most common use case.
