Description

This is basically revisiting T151529.

Going to https://gerrit.wikimedia.org/ and selecting "Sign up", I end up on https://idm.wikimedia.org/signup/ which does not let me create an account without providing an email address. Afterwards, the address is inevitably exposed by Gerrit.
This contradicts currently linked https://foundation.wikimedia.org/wiki/Policy:Privacy_policy .

Thus link to https://foundation.wikimedia.org/wiki/Special:MyLanguage/Policy:Non-wiki_privacy_policy instead.
