(Noticed via T350124: Correct Gerrit Privacy Policy)

Currently IDM doesn't link to a privacy policy document, Since we are collecting PII (namely email address) there should be link to one of the privacy policies on the main page.

The privacy policy is being added with the patch for https://phabricator.wikimedia.org/T351137
