Create introductory docs for research and data tools and techniques

Description

As part of improving the data usage documentation, we're working on creating new educational content to help people get started using Wikimedia data to do research. This phab task is for documentation pages on Meta-Wiki, but it relates to other projects the Research org may be working on to create educational modules for researchers.

Part 1 of these docs is focused on understanding the data; that content work is tracked in T343146.
Part 2 of these docs is focused on understanding the tools and techniques for working with Wikimedia data and infrastructure. Initial outline of topics to cover (to be finalized in early 2024):

  • Research in the Wikimedia universe
    • Core principles, community practices, what makes a research question answerable, what makes a research topic relevant
    • The analysis workflow: from prototyping to productionizing (and tools to use along the way)
  • Infrastructure & tooling
    • …for prototyping & exploration
    • …for processing & large-scale analysis
    • …for sharing & publishing

Should this be tagged as Research instead?

This is an x-team effort with @Isaac and @KCVelaga but I'm coordinating the work for now, so it can just stay tagged as Tech Docs unless others prefer otherwise! Either way is fine from the Tech Docs team perspective.

The scope of this task is too large..the documentation it describes could basically constitute and entire degree program in research/data science :-) But also: some of the work is already done or should be undertaken as part of working on the existing Research portal docs. See:

I'm declining this in favor of the work being handled via other workstreams, like T333895 and children.
