Related to T355564: Add config option to switch DT to use parsoid by default on wikitech, this is for adding a config option which switches an entire wiki to using Parsoid read views by default. This might also involve adding UX such as envisioned in T355567: User notice for use of Parsoid on OfficeWiki (or maybe that's completely separate).
