Since the proposed solution for fixing beta cluster emails (T343925#9264468) requires a chunk of SRE time that we don't have available, my proposal is that we use https://www.mailgun.com ($35 per month) or equivalent to send emails on beta cluster.

FWIW, I don't think this would be a good idea. Beside using propriety systems, it's not even really justified, fixing that bug was one day of work at most which is much less work and resources than setting up mailgun (like a dedicated TLD domain) and pay and such.
