Background/Goal

Deploy the Metrics Platform Instrument Configurator as a standalone app in the dse-k8s cluster

If we build a service for instrument configuration, we can deliver a prototype that is flexible enough to scale in order to integrate with our future experimentation flagging solution.

How we will measure success?

The MPIC is running on the dse-k8s cluster and working as expected.
