What happens?:
- On Vector 2022 and Monobook skins I see a flash of the legend in the top left corner before it disappears.
- In Minerva the diff legend never disappears
What should have happened instead?:
- The diff legend should never be displayed on these pages, either by not being included in the initial HTML or via CSS that hides it by default.
- .oo-ui-element-hidden class is added to the legend in all skins but Minerva (probably by https://gerrit.wikimedia.org/g/mediawiki/core/+/d96f37b412921956f9c96e255c1cea6694643658/resources/src/mediawiki.diff/inlineFormatToggle.js ?)
- The colors used here should probably be consistent with other diff pages per T90948.
