Enable CampaignEvents Extension on Igbo Wikipedia

Description

As an Igbo Wikipedia user, I want the CampaignEvents extension enabled on my wiki, so that I can attain the local Event Organizer right and use the Event Registration tool.

We should add subtasks for the release process.

We should ensure that Igbo wiki admins are the people who manage the Event Organizer right.

We should be in close communication with Benedict about these plans.

@Udehb-WMF We have a significant number of untranslated messages, which would fall back to English on the wiki until somebody performs the translation. Can you confirm if this is acceptable and perhaps reach out to people who might be willing to translate them for us?
