The "Suggested Edits" toggle at the bottom from your screenshot represents the Add an Image card. See https://phabricator.wikimedia.org/T356811#9592178 for reference. Let me know if it's not working as expected - thanks!
This appears to be fixed on 7.5.0 (3525)
Note - The setting item is titled "Suggested Edits," which makes sense to me, but I'm not sure the user will connect "Add an Image" and "Suggested Edits." In the short term, it may make sense to rename this toggle to "add an image."
I assume that suggested edits will eventually cover several tasks we present in the explore feed (like Image recs, patroller tasks, article descriptions, etc.). So we may need to have some improved text to let the user know that this toggle will remove multiple suggested edits from the user's explore feed.
Good point @ABorbaWMF, I think it's ok to keep "Suggested Edits" for now as the card has that title in the explore feed so it matches other logic, and we will soon hopefully be adding the experimental Alt Text suggested edit.
