Steps to replicate the issue :

• On Special:UploadWizard, upload files and go through Release rights step by filling in all required fields
• In the Describe step, click on Remove to remove all files.

What happens?:
After removing all files in the Describe step, a user is still presented with the Add data step and have to click Skip this step to return to the Upload step.

What should have happened instead?:
A user should be re-directed to the Upload step immediately after all files are removed or after some confirmation on what a user would like to do.
