I think the support for "weeks" as a relative format duration has been dropped, based on T219397#9742934, see Language.php#L261.
I've submitted a patch that fixes the "no value" issue but now 4+ weeks ago (30 days exactly) will be shown as 1 month ago, 2 months ago, etc. This is not ideal but better than the broken state.
