Currently, references only appear in the reflist if there is a corresponding footnote marker in the text. Parent references which are not used in the text are a special case, and should still be displayed in the reflist.

This is especially important since it would be the only means to editing the parent ref in VE. Make sure it's editable.

We are leaning towards making all "unused" LDRs visible so that they become editable, but this should be discussed on a product level. In the reader view, these are rendered as a red error unless the wiki includes CSS to suppress Cite errors.
