[Epic] Sub-reference numbering needs to work with different local numbering types

Description

User stories:

As reader I want to be able to see sub-reference footnote numbers in my local language numbering style.
As reader I want to be able to match the sub-reference numbers from the footnotes in the article with the corresponding line in the references section.

Background:

This affects different aspects of the numbering in the Cite extension.

  • How footnote numbers are rendered in Wikitext legacy and Parsoid
  • How the numbers in the references section are rendered legacy and Parsoid
  • Custom groups that can have custom number styles set

We're currently working on a numbering variant for sub-references that will be presented to the readers as.

On other languages the numbering style might be custom for the order lists currently used. - Currently this seems to be inconstant with whats in the footnote links:
