Filed as a follow-up for T365406.

Steps to reproduce:

1. On Special:UploadWizard- Describe step fill in a file title
2. Scroll down to the "Publish button" and click on it.
3. The screen will scroll up to "Caption is required" error, but the Caption text field is displayed above the fold (see the animated gif below):

What should happen: The resulting screen after scrolling to the error should include a text field to which an error is reported on.
