Description

Steps to replicate the issue (include links if applicable):

With a sysop account, go to https://test.wikipedia.org/wiki/Special:CommunityConfiguration/HelpPanel.
Under Namespaces with the help panel disabled in both reading and editing mode, select the (Main) namespace
Hit Save changes

What happens?:

What should have happened instead?:

Form should be saved with no issues.
