Created as a follow-up for T369742: Last discarded request is not aborted

Steps:

1. On Special:Homepage ( frwiki, dewiki, or enwiki) deselect all task types - the task type overlay correctly displays the warning and the counter displays zero. The SE card changes to display the message: "No suggested edits are available at this time" You may need to repeat this step twice - discard he overlay with zero selection, click on task types and deselect task types again.
2. There will be discrepancy between two counters:

2. This overlay can be closed - click on the x button. Then a user is presented with somewhat confusing state:
3. the message: "No suggested edits are available at this time"
4. the counter indicates that there are lots of tasks

What should happen:

• previously discarding task type selection overlay with zero selected task types return the UI to the last task types selected, e.g.
  1. A user selected Copyright and Add link tasks and sees the results
• Then a user opens task types selection and deselects Copyright and Add link task types.

3 When a user closes the overlay with zero task types selected, the previous state with Copyright and Add link task types is displayed.
