Change fallback language for Crimean Tatar (Cyrillic script)

Description

Currently, the fallback language for Cyrillic script of Crimean Tatar is Russian.

Instead, it should fallback first to the Crimean Tatar (Latin script), Turkish or Ukrainian if unavailable.

Russia has occupied Crimea in 2014 and is repressing Crimean Tatars, and has been repressing them for centuries, and it is unacceptable to use Russian as a fallback language

I have created a discussion about this change on the Crimean Tatar Wikipedia.

The discussion covers three options for the fallback language:

  1. Turkish (preferred option) - as it's the closest related language, uses a similar alphabet, and is well understood by Crimean Tatar speakers
  2. Ukrainian - as it's the state language, widely used by Crimean Tatars aged 17-40 (from school) and 40+ (from work and daily life)
  3. English - which the Latin script version currently uses.

Considering linguistic proximity and practical usage, we propose Turkish as the most appropriate option for both Latin and Cyrillic scripts. The community feedback will help make the final decision.

I am looking forward to the community's response and further discussion.

The problem seems to be the crh-latn and crh-cyrl now fall back to tr, but the default language of crh.wikipedia is crh, which falls back to crh-latn. I thought that in such a case, when something is not available in crh-latn, it would further fall back to tr, but apparently, it doesn't happen.
