What I was trying to do
At first I thought nothing was happening at all so I tried to exclude problems one by one but at last I noticed that "only" the custom copyright tags hadn't been copied.
This is enough to make basic Special:Upload much better for the use case I had today (uploading three related files/screenshots).
I'm also filing some separate bugs for other components of what seemed a complete failure at first.

I don't completely get your use case. You tried to provide different licenses for different images in step 2 and then wanted to copy those from one to all others?
If this is the case it doesn't make sense to copy these as the user wanted them to be different.

The use case is just wanting to copy metadata in the "describe" step. See also blocker bugs.
What surely failed was the copying of custom copyright tags (custo = not available in the dropdown), all the images required the same tags as shown in the screenshot.
Nothing in UploadWizard indicates that this should work, because it shouldn't, because (as @Nischayn22 said) we solve this problem by giving you an option to set the license for all of the files in the deed step.

Not true: the deed step allows to set some common copyright tags (mainly for self-licensed works) and offers a a third option "set the copyright tags in the next step". See
