Description

When Zuul creates its references under /var/lib/zuul/git/, it does not update the submodules which ultimately cause Bug 42953.

Not much of a trouble anymore, lowering priority.

I cant remember why I have opened this bug for, it is barely needed currently so I am just closing it for now.
