With the ULS integrated into the language links, nothing is shown on non-existing pages.
ULS should integrated with [[MediaWiki:Noarticletext]] and [[MediaWiki:Noarticletext-nopermission]] to offer the user the possibility to go to the article in another language (e.g. by opening itself by default at the bottom of the current text).
In the first implementation, it would be enough to let the user select a language and then forward to that language with a normal search for the page title (as en.wiki already does for interproject/sisterproject links without a clear target).
In future implementations, it would look for existing articles in other languages, either via Wikidata or Lucene (see existing code for bug 44420), and provide tailored suggestions, including invites to translation.
