[OPS] backport pep8 v1.4+ from Saucy to Precise

Description

The continuous integration server currently use pep8 v1.3.3 which is a bit old, has a bunch of oddities and does not support the # noqa flag to introduce exception.

This bug is about backporting the package from Saucy.
