Run 'test' jobs on jenkins when trusted user votes +1 on gerrit and only 'check' jobs was ran on that patch set.

Should be doable with some magic Zuul configuration. I have a draft change at https://gerrit.wikimedia.org/r/#/c/127259/ which might be doing it. Need a way to test it on labs first.
This was later proposed as a comment on bug 64015 which was about enabling trusted user to retrigger by commenting 'recheck' ( https://bugzilla.wikimedia.org/show_bug.cgi?id=64015#c5 ).
