Requires a shell user to rebuild category sort keys for the patch to work correctly, so I'm tentatively assigning this to Reedy who's been closing a lot of similar bugs in the past.
Also adding Bartosz, our in-house collation wizard, so as to make sure there are no problems with the Latvian collection (had a peek at some links, and looks fine to me.)

"Ģ" section moved from last position to where it should be. Accented vowels are treated correctly (equaly with those without accent marks).
