i think that will just make people ignore them even more. the actual fix should be click on them when they fail and actually fix it, until we are getting closer to a world where we can switch them from non-voting to voting

I agree with Daniel, they should be fixed and made voting then added to the gate-and-submit pipeline.

That being said, for some jobs we can consider having them run daily and have a report published daily at some common place so people can potentially look and fix the issues.

But in practices, I don't think people really care about non voting jobs. We have plenty of them (jslint, puppet lint, phpcs) that barely receive any attention at all.
