P5. Use core's vendor lightncandy instead of our included version

Description

MW core will eventually support mustache templates in PHP via lightncandy. Flow uses lightncandy to compile handlebars templates, so it will continue to have to do its own thing.

So far the change to core seems only to be including lightncandy as a vendor library https://gerrit.wikimedia.org/r/#/c/181708/
