Tested in Firefox and Chrome on Mac OS X.
When going to the maniphest task search page, two-finger touchpad scroll doesn't scroll the page at all when the mouse cursor is hovering over the sidebar.
Workaround: move the mouse over the list of tasks, and now scroll.

Yes, I also noticed this. Then I realized GMail does exactly the same. I still haven't made up my mind about the change.
The sidebar in gmail is a separate pane and scrolls separately if you have lots of tags -- the sidebar on https://phabricator.wikimedia.org/maniphest/ appears to be just a blank part of the page.
