(Don't kill the messenger; I have no strong opinion on this. It is true that this is confusing to many users. It is also true that we can get along with the current setup.)

phabricator.wikimedia.org is not "WMF Phabricator". It is Wikimedia Phabricator. :)
Basically all projects in Wikimedia Phabricator are Wikimedia projects so I don't want to add a Wikimedia prefix everywhere. If at all, I'd go for "Phabricator-upstream" instead of "Phabricator.org" or sth like that. (Though I'm not entirely convinced yet there's a common problem - whatever is called "Phabricator" here, it will receive the bug reports. Which is fine as we triage.)
"Phabricator-Upstream" is clearer than "Phabricator.org" indeed, especially when considering that we actually mean secure.phabricator.com :)
Renamed to "Phabricator-Upstream". I don't see a need to let task reporters decide what's upstream or not so I'll leave Wikimedia Phabricator as "Phabricator" here (needs triage anyway).
Kind of resolved, kind of declined.
