As an iOS developer, I get feedback when a job fails

Description

As project maintainers, we need feedback when the build breaks outside of code review so we can keep master green and ensure builds are being continuously deployed.

Acceptance Criteria

Given CI is running a job for the iOS app
When the job ends (pass or fail)
Then the repo owners should get a notification on IRC with the result
And the build slave should email ci-apps@wikimedia.org with the result
