Thanks for doing this, @AndyRussG. The plan looks good to me,

I think we should clean up as we go. Having an outline is great, but let's try to tackle this as we rework a feature. As we discussed as a team in our Definition of Done, we should include a link to the feature with updated docs in the associated phab task. https://www.mediawiki.org/wiki/Fundraising_tech/Definition_of_Done
