Flow should give context to where the list of mention usernames is coming from

Description

It's pretty neat how Flow fills out the mention feature to include people who have participated in the discussion. But, there's no context provided to where the list of usernames is coming from. A little header at the top of the list that informs the user why they're being shown this list of usernames would be nice.

The default list that you're seeing there is users who have participated in the current conversation, but (pretty soon) it'll also autocomplete when you start typing... I don't know if there's a lot of space there to put headers that would be useful. But we haven't heard a lot about the mentions, so it's good to get some feedback. :)

I think that people using the mention feature have already a specific user in mind to mention. That is, they want to mention "Cronopio". They don't access this option to figure out who can they possibly mention.

The idea of the current approach is to surface the most likely users to mention to save the users time when selecting. Currently the users in the current conversation are shown initially but more criteria can be added such as showing users recently mentioned by you. Acting as a quick shortcut, I'd try to avoid exposing information that is not needed to make the choice (the soon you can view "Cronopio" when you are looking for it, the better).

Having said that, if we identify that providing more context facilitates the selection, I think it is worth considering. For example, if users are not confident that a long username they wanted to reply to is the same we are providing initially, then clarifying that could simplify the selection process.

There is also a potential problem, of users being given a limited set of options and thinking that those are all the users they can mention. This is also worth testing, but the demands of our users to allow to search for any user when typing in the mention box suggests that users already expect to be able to search for any user.
